Criteria And Requirements for Awarding MSYSA/Region II Recreational Accreditation
Region II Accreditation will be awarded by MSYSA to recreational member organizations in recognition of achievement of quality in education, referee development and risk management .
The Region II Accreditation program will be administered by Michigan State Youth Soccer Association for the State of Michigan.
MSYSA may award REGION II ACCREDITATION if member recreational programs meet the criteria established by Region II. After verifying that criteria have been met MSYSA will then provide Region II with documentation attesting that each recreational organization that is awarded “US Youth Soccer - Region II Accredited” has met the criteria.
For 2009, Region II has established the following five criteria for recreational club accreditation:
1. Coach Education
a) The recreational program will need to have 30% of the coaches in their program obtain USYSA or state approved coaching certificates or licenses. (The minimum percentage will be adjusted in subsequent years)
2. Referee Development or Mentoring
a) The recreational program will certify to its state association that 90% of their referees are USSF certified (Grade 9, 8 or higher).
b) If unable to satisfy the 90% level, and prior to attaining that level within 3 year, the recreational program certifies that it is operating the USSF Grade 9 referee program.
3. Full participation in the state sponsored Risk Management Program (background checks)
a) State association to ensure that applicant recreational program had complete compliance with USYSA guidelines
4. Goal Safety (inspections and anchoring)
a) The recreational program certifies to their state association that all goals in its possession or use are anchored or secured 100% of the time, whether in use or not.
5. Sideline and Parent Behavior and Education
a) The recreational program certifies and provides documentation to the state association that it has a parent behavior program in place (e.g., distribution of the USYSA “Positive Parenting for Youth Soccer” DVD to every team).
Request to be considered for Accreditation must be submitted in writing with a cover letter on a league/club letterhead. The letter should have a brief history of the league/club and must provide overview of how the requesting member organization meets or exceed criteria’s set by Region II in each of the five specified categories. This request should be submitted to the MSYSA State Office located in Plymouth MI . Any supporting documents and relevant statistics that would validate the organizations claim of meeting the specified criteria should accompany the request. It is recommended that an electronic copy be provided to the MSYSA office.
Member organizations should also submit, the number and percentage of coaches in compliance, the number and percentage of referees in compliance, the number of coaches and assistant coaches that have completed background checks, the number of goals for which the club is responsible, and the method by which parent behavior and education is addressed.
Upon receipt of the request, MSYSA State Office staff will verify the application and documentation attached. The request will then be forwarded to the Executive Director MSYSA and MSYSA Recreational Director who will then conduct a review and make recommendation to the MSYSA Board of Directors.
